Law and Order Drives Economic Momentum in Uttar Pradesh: Former Police Chief Vikram Singh Cites Major Crime Reduction and Investor Confidence

Former Uttar Pradesh DGP Vikram Singh highlights major improvements in law and order, citing sharp crime reduction, rising investor confidence, and advanced policing reforms. He credits zero tolerance policy, Operation Conviction, and AI-based systems for transforming security and driving economic growth in Uttar Pradesh under the UP Transformation 2026 campaign.

Law and order remains the foundational pillar of economic growth, prosperity, investment, tourism, and long-term stability in any state. As Uttar Pradesh positions itself as a leading investment destination and advances toward its ambition of becoming a trillion-dollar economy, issues of public safety, police reform, and citizen confidence have gained renewed prominence.

The discussion comes under the “UP Transformation 2026” campaign, an 11-month initiative focused on reshaping the narrative of “Badalta Uttar Pradesh, Badhata Bharat.” In an in-depth interaction with journalist Aditi Prasad of The Times of India, former Director General of Police of Uttar Pradesh, Dr. Vikram Singh, emphasized the critical link between security and development.

Referring to the state’s governance approach, Dr. Singh highlighted the policy of zero tolerance toward crime and criminal activity as a defining factor behind what he described as a structural transformation over the past nine years. He stated that Uttar Pradesh has undergone unprecedented progress due to strict enforcement measures and sustained policing reforms.

He further asserted that the state, once widely perceived as highly crime-affected, has witnessed a significant shift in public perception. According to him, statistical indicators now reflect a substantially improved law and order environment, reinforcing confidence among investors and citizens alike.

Dr. Singh noted that Uttar Pradesh has attracted investments exceeding ₹34 lakh crore, attributing this surge to improved security conditions and administrative stability. He also cited data from the National Crime Records Bureau, stating that robbery cases have declined by nearly 80 percent, while incidents of dacoity have fallen by almost 90 percent. He added that murder cases have also reduced significantly, alongside a notable decline in crimes against women, despite contrasting claims by political opponents.

Highlighting enforcement outcomes, he referenced “Operation Conviction,” launched in 2023, which he said has resulted in more than 1.2 lakh convictions and 79 death penalty sentences between 2023 and 2025. He described this as a major milestone in strengthening accountability within the criminal justice system.

Addressing concerns regarding police encounters, Dr. Singh stressed that every such case undergoes multiple layers of mandatory scrutiny. He explained that each incident is subject to a magisterial inquiry, followed by a formal investigation, which is subsequently reviewed by the judiciary. He emphasized that these safeguards align strictly with directives laid down by the Supreme Court.

He further stated that individuals aggrieved by police action retain full legal rights to file complaints, including allegations of murder, which are then independently investigated by separate police stations or agencies to ensure procedural fairness.

The former police chief also underlined the growing integration of technology in policing systems. He highlighted an artificial intelligence-based platform named YAKSH, describing it as a transformative tool in modern law enforcement. The system integrates criminal databases, facial recognition technology, voice analysis, and crime analytics to enhance investigative efficiency and identify criminal patterns.

According to Dr. Singh, such technological advancements are significantly strengthening the capability of the police force to prevent and solve crimes more effectively. He suggested that these innovations could serve as a model for adoption in other states, marking a shift toward data-driven and technology-enabled policing in India.

The conversation underscores a broader narrative linking governance, security reforms, and economic ambition in Uttar Pradesh, as the state continues to position itself as a major growth engine in the national development landscape.
